COMPANY BACKGROUND 
The network of the Iowa Primary Care Association (Iowa PCA), along with our sister companies INConcertCare (INCC) and IowaHealth+ (IH+), is a Health Resources and Services Administration (HRSA) best practice model sought by states across the country for how Primary Care Associations, Health Center Controlled Networks (HCCNs), and Clinically Integrated networks (CINs) can be integrated to support and enhance the work of community health centers.   
PURPOSE OF POSITION 
As a member of the Engagement Team, the Policy Analyst is responsible for helping to develop and implement policy priorities and solutions for the Iowa Primary Care Association, INConcertCare, and IowaHealth+ in collaboration with Iowa’s community health centers. In addition, this role is responsible for analyzing and identifying policy solutions to support community health and the delivery of healthcare services to rural and under-resourced communities. 
ESSENTIAL DUTIES AND RESPONSIBILITIES 
  • Collaborate with Senior Director of Engagement, key team members, and member community health centers to develop and support comprehensive strategies to build and maintain the Iowa PCA, INCC, and IH+ as leaders in the community health and healthcare policy analysis space at the state and federal levels. 
  • Engage with team members across business units as appropriate to leverage subject matter expertise to conceptualize issues and problem statements, conduct research, incorporate our own data to illuminate impacts and trends, and articulate potential paths toward resolution in pursuit of our strategic priorities and vision of “health equity for all.” 
  • Support the development and implementation of policy agenda to advance priorities of the Iowa community health center movement at the state and federal levels. Measure effectiveness of policy work and initiatives; define and lead change to meet objectives. 
  • Monitor and analyze proposed legislation, emerging issues, and trends to develop policy recommendations that support community health centers and community health. 
  • Develop and disseminate public policy and legislative resource materials (reports, issue briefs, informational documents, etc.) to inform and support the network and members. 
  • Cultivate and maintain strategic relationships with external organizations and engage with coalitions to support priorities. 
  • Lead coordination of the monthly Iowa PCA Advocacy Committee. 
  • Coordinate operations for the Iowa Community Health PAC. 
  • Assist with coordination of annual Day on the Hill at the state and federal levels. 
  • Occasional travel within the state for meetings, visits to community health centers, and events with elected officials.

QUALIFICATIONS   
Education and/or Experience
  • A Bachelor’s degree in Public Policy, Public Administration, or related healthcare certification and experience in an equivalent role. 
  • At least three years of relevant experience in healthcare policy. 
  • Excellent written and oral communication skills with the ability to provide clear, concise directives. 
  • In-depth/expert knowledge of state and federal legislative and budget process. 
  • In-depth knowledge of healthcare policy preferred. 

TELECOMMUTING AND TRAVEL:  
This position is required to be on-site at least two days per work week.  Some travel to community health centers and partners is required via vehicle or to conferences via air travel.
