Director of Analytics and Reporting

The Iowa Primary Care Association is hiring a Director of Analytics and Reporting in Des Moines, IA.

PURPOSE OF POSITION

The Director of Analytics and Reporting will be primarily responsible for working with Iowa Primary Care Association (Iowa PCA) staff members to support Iowa PCA, INConcertCare, Inc. (INCC) and IowaHealth+ (IH+) Accountable Care Organization (ACO) strategic initiatives through data analytics and reporting facilitate clinical, strategic, and operational decision-making. The Director of Analytics and Reporting works under the direction of the Senior Director of Data and Technology to develop and implement data and reporting strategy across the Iowa PCA and related organizations (INCC and IH+) and to lead the implementation and maintenance of data products. This position leads the Iowa PCA Reporting Team. This position contributes to the organization’s mission by adhering to the core values and supporting the goal of more efficient and effective healthcare delivery through evidence-based decision-making.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Data Strategy

  • Serve as the lead for the Iowa PCA’s reporting and analytics work by overseeing, supporting and driving the work of the Reporting Team, initiatives, and projects to align with the joint strategic plan, grant goals and objectives and related outcomes.
  • Responsible for network-wide data strategy, including infrastructure and culture to optimize the integration of data use into all network practices.
  • Prepares and recommends short- and long-term goals and objectives for data governance, use and communication in support of the overall healthcare data & technology strategy and organizational business goals, including enablement of value-based care and achievement of health equity.
  • Assists Senior Director of Data & Technology on strategic planning and develops analytic and reporting work plans in support of strategic goals. Develops and communicates key performance indicators and project statuses to the Senior Director of Data & Technology.
  • Assists in scoping and writing grant applications, grant work plans and ensuring achievement of grant objectives related to analytic and report goals, including but not limited to the Health Center Controlled Network grant.
  • Conducts and/or consults on special analyses, such as project scoping, informatics, data quality evaluation and process improvement projects. Develops, implements, and maintains policies and procedures in support of regulatory requirements and operational efficiencies.
  • Participates in procurement process for analytics vendors. Provides procurement recommendations to the Senior Director of Data & Technology.

INCC Data Analytics Services

  • Leads the implementation of Data Analytics Services within the INCC business model, including development, management and governance of Epic reports needed by multiple centers, governance and use of network databases, value-based care analytics platforms, and data quality assurance.
  • Consults with member health centers on reporting strategy, including tool use, informatics and analysis.
  • Reviews, prioritizes and scopes ad hoc and custom reporting requests from health centers, and implements their development, validation and management within the INCC business model. Oversees request and time tracking to support business model services.
  • Leads the development and implementation of a performance management system, including timely KPIs, transparent and easy to use dashboards, and data review process.
  • Leads the planning and implementation of standard and ad hoc analyses to support value-based care and quality goals, and to understand health disparities and inequities within patient populations.
  • In collaboration with the Iowa PCA Finance Department and the Senior Director of Data & Technology, develops capital and operating budgets for analytics and reporting operations and demonstrates fiscal leadership and responsibility in utilizing resources.
  • Ensures that limitations and constraints (cost, time volumes, benefits, and risks) and controls (security, audit, operational) are considered, documented, and reported to the Senior Director of Data and Technology.

Organizational Leadership

  • Plans, prioritizes, summarizes, directs, and supervises staff, users and vendors for data analytics and reporting with an emphasis on complete, accurate, compliant, and secure data use.
  • Continually evaluates Reporting Team capacity and work outputs to ensure business unit is appropriately resourced.
  • Oversees reporting team and holds accountable to expected project and process outcomes, results, timelines and customer service standards.
  • Maximizes staff performance and analytic expertise through clearly defined objectives, training, skill development and performance evaluation.
  • Initiates, recommends, and approves human resources actions including hiring, terminations, and disciplinary actions.
  • Participates actively as a member of the Directors Leadership Team and collaborates with leaders across the organization in developing leadership skills and ensuring operational excellence.
  • Serve as a change champion to ensure that organizational goals and values are translated and reinforced in day-to-day work.

Communication and Professional Development

  • Builds strong relationships with health center executives, clinical and IT leadership to build trust, support and optimize customer satisfaction at all levels.
  • Interfaces and partners with other teams and business units to exchange information and ideas, review requests for service, and/or resolve problems in order to meet customer needs.
  • Represents Iowa PCA externally as requested/appropriate on taskforces/committees/presentations that need a technical professional.
  • Stays abreast of the latest developments, advances and trends in healthcare analytics and epidemiology.
  • Performs other duties and projects as assigned, exhibiting willingness to adapt schedule when requested to get the job done.

TELECOMMUTING AND TRAVEL

This position is required to be on-site at least two days per work week. Some travel may be required to community health centers via vehicle or conferences via air travel.

SUPERVISORY RESPONSIBILITIES

This position supervises the Senior Data Reporting Specialist, Reporting Specialist, and Data Analyst. 

EDUCATION and/or EXPERIENCE
  • Bachelor’s Degree required; Master’s degree in Public Health, Data Science, Social Sciences, Statistics, or Information Technology preferred. Other public health or data science background considered.
  • At least 8 years of experience with report writing, analytics and/or data visualization of health data, including use and protection of PHI. Experience with electronic health record data strongly preferred.
  • Excellent written and oral communication skills with the ability to provide clear, concise directives including the ability to communicate technical information to a non-technical audience.
  • Demonstrated leadership ability and interpersonal effectiveness required to work collaboratively with multiple disciplines.
  • Proven program/project management skills, specifically related to health analytics and/or epidemiology.
  • Demonstrated success in addressing business needs with analytics and reporting solutions, and practices leading the design, development, and deployment of solutions.
  • Ability to overcome silos, confront issues and work toward collaborative solutions.
  • Critical thinking, problem solving and negotiation skills.
  • Solid experience in understanding clinical workflow.
  • Ability to manage, work and deliver results on multiple projects at the same time in a complex, dynamic environment.
  • Knowledgeable in HIPAA and other state and federal data privacy and security regulations.
  • Knowledge of FQHCs' regulatory requirements, health care delivery standards, policies and procedures are strongly preferred.
  • Proficiency with SQL required. Proficiency with analytics tools such as SAS, Tableau, Business Objects and Epic strongly preferred.
