PURPOSE OF POSITION

The position provides information technology operational leadership and support for business and clinical functions including medical, dental, behavioral health and enabling services for the Iowa Primary Care Association and its related organizations, INConcertCare, Inc. (INCC) and IowaHealth+ (IH+.)      INCC is a health information technology services organization serving community health centers (Federally Qualified Health Centers or FQHCs) in Iowa and Nebraska. IowaHealth+ is a clinically integrated network (CIN or ACO) of FQHCs in Iowa. Each FQHC in the network is an independently governed and community led organization which has come together to form INCC and IH+ in order to better serve their mission and their patients. This position manages and coordinates technology initiatives for internal and external customers in coordination with vendor partners.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this position.  These are not to be construed as exclusive or all inclusive.  Other duties may be required and assigned.

  • Responsible for technology operations of state-wide technology network including electronic health record, population health, healthcare analytics and business intelligence systems to advance the goals of the Health Center Controlled Network (INCC), the clinically integrated network (IH+) and the Iowa PCA.
  • Plans, prioritizes, summarizes, directs, and supervises staff, users and vendors for technology systems and support functions with an emphasis on complete, accurate, compliant and secure systems.
  • Prepares and recommends short- and long-term goals and objectives for the technology development and support functions and in support of the overall healthcare data & technology strategy.
  • Oversees application support help desk team including service and system escalations and severity one level incidents and holds accountable to expected project and process outcomes/results. Escalation management may occur outside of normal business hours.
  • Maximizes staff performance and technical expertise through clearly defined objectives, training, skill development and performance evaluation.
  • Consults with healthcare application consulting team, clinical consulting team and Epic Project Director to drive optimization and performance of healthcare technology systems e.g. EHR, EDR, analytics and business intelligence
  • Collaborates with healthcare application consulting team, the Epic Project Director and the vendors to provide technical leadership for the implementation and support of software applications, enhancements, and modifications for legacy systems and in scoping, implementation planning and conversion to new systems. Ensures seamless maintenance of service and functionality after system conversion
  • Conducts and/or consults on special analyses, such as requirements analysis, system feasibility studies, systems selection and process improvement projects. Develops, implements and maintains policies and procedures in support of regulatory requirements and operational efficiencies.
  • Serves as the HIPAA privacy officer overseeing the HIPAA privacy program requirements as defined by internal policy.
  • Serves as the HIPAA Security Officer overseeing IT security and compliance. Ensures the ongoing integration of information security with business strategies and requirements. Ensures that the access control, disaster recovery, and business continuity needs of the organization are properly addressed.
  • Serves as relationship manager for technology software vendors and managed service provider (MSP).
  • Participates in procurement process for technology vendors, managed service providers and equipment. Provides procurement recommendations and reasoning to the Senior Director of Data & Technology.
  • Oversees internal technology support and technology analyst supporting efficient and effect technology operations (e.g. server, network, client, AV, software, hardware) at the Iowa PCA including service and system escalations, which may occur outside of normal business hours.
  • Provides training and technical assistance to network centers in diverse aspects of technical and information security operations. Leads (is responsible for) IT Directors work group. Supports and provides subject matter expertise to IT Steering Committee, Data Governance Committee and/or EHR Champions work group.
  • Builds strong relationships with health center executives, clinical and IT leadership to build trust, support and optimize customer satisfaction at all levels.
  • Assists in scoping and writing grant applications, grant work plans and ensuring achievement of grant objectives related to technology goals, including but not limited to the Health Center Controlled Network grant.
  • Assist Senior Director of Data & Technology on strategic planning and develops IT work plans in support of strategic goals. Develops and communications technology operations key performance indicators and project statuses to the Senior Director of Data & Technology.
  • Ensures that limitations and constraints (cost, time volumes, benefits, and risks) and controls (security, audit, operational) are considered, documented, and reported to the Senior Director of Data and Technology.
  • In collaboration with Finance and the Senior Director of Data and Technology, develops capital and operating budgets for technology operations and demonstrates fiscal leadership and responsibility in utilizing resources.
  • Interfaces and partners with other teams and business units to exchange information and ideas, review requests for service, and/or resolve problems in order to meet customer needs.
  • Initiates, recommends, and approves human resources actions including hiring, terminations, and disciplinary actions.
  • Stays abreast of emerging risks, technologies, recalls and patient safety concerns for devices and systems.
  • Represents Iowa PCA externally as requested/appropriate on taskforces/committees/presentations that need a technical professional.
  • Participates actively as a member of the Outreach & Employee Engagement team collaborating with Directors and Team Leaders across the organization in developing leadership skills and ensuring operational excellence.

Telecommuting and Travel:

This position is required to be on-site at least two days per work week.

Some travel may be required to community health centers via vehicle or conferences via air travel.

QUALIFICATIONS

Education and/or Experience

  • A Bachelor’s in information technology, healthcare administration or a related field, along with at least 10 years of technology systems leadership experience in a healthcare setting in both technical and strategic roles.
  • At least 10 years’ experience with technical planning, design, support and information management in the delivery of comprehensive electronic medical/dental record, analytics and business intelligence systems.
  • Excellent written and oral communication skills with the ability to provide clear, concise directives including the ability to communicate technical information to a non-technical audience.
  • Demonstrated leadership ability and interpersonal effectiveness required to work collaboratively with multiple disciplines.
  • Proven program/project management skills, specifically related to health IT.
  • Demonstrated success in addressing business needs with technology solutions and practices leading the design, development, and deployment of solutions.
  • Ability to overcome silos, confront issues and work toward collaborative solutions.
  • Critical thinking, problem solving and negotiation skills.
  • Solid experience in understanding clinical workflow.
  • Ability to manage, work and deliver results on multiple projects at the same time in a complex, dynamic environment.
  • Knowledgeable in HIPAA privacy and security regulations. Past experience as Privacy and/or Security Officer preferred.
  • Knowledge of FQHCs' regulatory requirements, health care delivery standards, policies and procedures are strongly preferred.

Ability to read and interpret documents and operating and procedure manuals.  Ability to write routine reports and correspondence.  Ability to speak effectively before groups.

Mathematical Skills:

Ability to calculate figures and amounts such as discounts, interest, proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry.

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills:

To perform this job successfully, an individual should have knowledge of Microsoft Office programs, including spreadsheets, word processing, and databases.
