Chief Executive Officer - Council Bluffs, IA

The Iowa Primary Care Association is actively recruiting for a Chief Executive Officer for a community health center, also called a federally qualified health center, in Council Bluffs, Iowa.

Position Description:

  • Appointed by and responsible to the Board of Directors and will provide leadership, overall direction and administration of the operations of the health center.
  • Responsible for interpreting and applying the policies of the Board of Directors.
  • Assist the Board of Directors in developing short and long-range goals for the organization and evaluating health center activities.

Supervises:

  • Chief Financial Officer, Chief Operating Officer, QI Director, Medical Director, and Dental Director

Duties and Responsibilities:

  • Develops and gains Board approval for the goals, objectives, and priorities of the health center.
  • Directs and reviews the development of the health care programs and organizational budgets.
  • Organizes the staff and other resources in carrying out the healthcare program within budgetary goals and objectives.
  • Leads the staff members in the performance of their assigned duties and responsibilities.
  • Administers day-to-day activities of the health center through delegation to appropriate staff.
  • Develops and secures community support for the objectives of the health center.
  • Ensures that any and all claims and litigation are handled in a consistent manner that adheres to all applicable laws and regulations.

Qualifications:

  • A master’s degree in health, public or business administration or an appropriate related field, or BS/BA degree with five to ten years’ experience in health care administration, preferably within a community health center.
  • The ability to apply sound administrative principles and methods in the management of budgets and diverse personnel and health care programs.
  • Experience as a head of a community agency preferred.
  • Healthcare experience preferred.
  • Grant writing experience preferred.
  • Must have executive management experience at the Associate or Director level.
  • The ability to select, administratively supervise and generally direct the activities of the health center.
  • The ability to employ necessary management techniques.
  • The ability to analyze complex data and communicate results effectively orally and in writing.
  • The ability to set priorities and to make decisions on critical health care programs and issues.
  • Personal qualities which will permit this person to work with the staff and residents of the community in such a manner as to earn their confidence and respect. This person should demonstrate concern for the welfare of all people served by the community health center.
